Update, August 19, 2026: Spain’s November 2025 paper is a test permit, not owner FSD. Later trackers put the fleet around 30 cars and hundreds of thousands of test kilometres. Tesery has not treated that as a Spanish type-approval. Dutch owner software is a different file: RDW, April 2026.
In late November 2025 Tesla watcher Kees Roelandschap posted Spanish DGT paperwork: Tesla Spain had 19 vehicles authorized to test FSD on national routes, with a window listed 27 November 2025 to 26 November 2027, under Spain’s newer automated-vehicle (ES-AV) testing rules. Open the original X post. That is a test fleet on public roads. It is not FSD sold to Spanish owners, and it is not unsupervised Robotaxi in Madrid.

A test plate vs a software store
EU countries often let a maker run numbered test cars before they let every customer pay for the feature. Spain’s 19 are that first bucket. Tesla’s public ride-along program is a second bucket. RDW’s later stamp is a third. Do not collapse them. A Vienna job ad the same week (Tesery: Austria vehicle-operator listing) is hiring, not a Spanish permit.

Are the 19 cars unsupervised?
The Tesery-era read is FSD (Supervised) testing. Do not assume empty cars.
Did DGT say zero incidents?
Not in the November 2025 paperwork Kees posted. Later 2026 kilometre counts are a different update.
